- Minor: docs/refactor → PR + one review
- Standard: code/config within boundaries → PR + CODEOWNERS review
- Major: breaking/architecture → RFC + Overseer + Human approval → PR

Rules:
- No direct pushes to `main`
- PR links to task in `project/state.md` and ADR/RFC if relevant
